Reports from Current Phase

As part of the Environmental Impact Statement and Project Development phase of the KRM Alternatives Analysis, a Draft Environmental Impact Statement (DEIS) has been prepared by the Southeastern Wisconsin Regional Planning Commission, on behalf of an Intergovernmental Partnership (IGP) of the Counties and Cities of Kenosha, Racine and Milwaukee, the Wisconsin Department of Transportation (WISDOT), and the Regional Planning Commission. The DEIS is one necessary component of this phase, and has been approved by the Federal Transit Administration (FTA).

Previous Consideration of a Regional Transit Authority in Southeastern Wisconsin

• The establishment of an RTA was previously considered nearly 20 years ago by the Commission at the request of Milwaukee County and the City of Milwaukee. The results of the Commission study were documented in SEWRPC Memorandum Report No. 38, A Regional Transportation Authority Feasibility Study for Southeastern Wisconsin, 1990.
• The recommendation in 1991 of the Metro 2020 Policy Board, appointed by then-Governor Thompson, was that legislation be enacted to create a Southeastern Wisconsin Regional Transit Authority. Documentation was provided in Metro 2020 Final Report: Transportation Strategies for Milwaukee and Southeast Wisconsin.
• The creation in 1991 of a Southeastern Wisconsin Regional Transit Authority by State statute.
• The final report issued in 1993 by the Southeastern Wisconsin Regional Transit Authority Board created under the State statute: Southeastern Wisconsin Regional Transportation Authority – Report to Governor Thompson and the Wisconsin Legislature.
• An overview of previous consideration between 1990 and 1993 of a Southeastern Wisconsin Regional Transit Authority
